Dr. David Dong 董路博士

Deputy CEO, OASA; Founder & CEO, NQP Forces Promoting Soc. (HK) Limited; Member, International Astronautical Federation Industry Committee

Dr. Lu Dong is a space entrepreneur, strategist, and researcher with deep expertise in bridging scientific innovation, policy planning, and commercial development across the space industry. He earned his PhD in SAR remote sensing, a radar imaging technology critical to space-based Earth observation and planetary exploration, from Ludwig Maximilian University of Munich (LMU Munich), supported by a prestigious DAAD scholarship for doctoral research excellence.


Over the past decade, Dr. Dong has played a key role in major strategic and international cooperation initiatives within China’s space sector. He has served as an internal consultant at the China Aerospace Science and Technology Corporation and held senior positions in space-focused start-ups. His work has spanned coordination with national ministries and the cultivation of partnerships across Africa and Asia in emerging space markets.


As Founder and CEO of NQP Forces Promoting Soc. (HK) Limited, Dr. Dong is committed to harnessing Hong Kong’s innovation potential to support China’s expanding space ambitions—including commercial ventures, lunar missions, and deep-space exploration. He will share insights into China’s space activities and explore how Hong Kong can play a pivotal role in shaping the future of space exploration and commerce.

Dr. Anthony Neoh, SC JP 梁定邦博士

Chairman, Asian Academy of International Law (AAIL);
Chairman, South China International Arbitration Center (HK)

Dr Anthony Neoh is a senior member of the Hong Kong Bar specialising in international litigation, arbitration and financial regulatory matters. In 1979, he commenced practice at the Hong Kong Bar after serving for 13 years in the Hong Kong Civil Service. From 1991 to 1994, he was a member of the Hong Kong Stock Exchange Council and its Listing Committee, and chaired its Disciplinary Committee and Debt Securities Group, and was Co-Chairman of the Legal Committee of the Hong Kong and China Listing Working Group. He was the chief architect of the legal structure for the listing of Chinese enterprises in Hong Kong.


He is former Chairman of the Hong Kong Securities and Futures Commission from 1995 to 1998; during this time, he was the first Asian to be elected Chairman of the Technical Committee of the International Organization of Securities Commissions. From 1999 to 2004, he was Chief Advisor of the China Securities Regulatory Commission, at the personal invitation of former Premier Zhu Rongji. Dr Neoh was appointed as Chairman of the Hong Kong Independent Police Complaints Council from June 2018 to May 2021. He was the Convenor of the Hong Kong Monetary Authority (HKMA) Expert Group on the Finance Academy and now serves as Member of the HKMA Preparatory Committee for the Finance Academy. He is also the Co-Chairman of 2018 B20 Financing Growth and Infrastructure Task Force, and Co-Chairman of The China Securitization Forum.

Dr. Stephen Cheung 張華坤博士

Honorary Chief Scientist, OASA

Professor Stephen W. Cheung served as an Adjunct Professor of Physics at the University of Hong Kong from 2020 to 2023. During this period, he taught a postgraduate course on the Commercialisation of Space within HKU’s Master’s Programme in Space Science.


Born in Hong Kong, Dr. Cheung pursued his undergraduate and graduate studies in the United States. He later joined a NASA-funded satellite program at Stanford University, where he worked as a Senior Research Associate for seven years.


Following his time at Stanford, Dr. Cheung turned his focus to the development of medical devices employing X-ray technology for cancer treatment. He held senior roles in engineering, manufacturing, and management at two Silicon Valley companies specialising in radiation therapy systems.


In the 1990s, Dr. Cheung served as a Divisional Manager at the Hong Kong Productivity Council, where he participated in government committees on electronics. He also chaired the Electronics Committee of the American Chamber of Commerce in Hong Kong during that period.

Dr. Cheung holds six U.S. patents in X-ray technology and is the author of two books on high-power microwave technology. His forthcoming book on New Space: From Low Earth Orbit to the Moon and Beyond is scheduled for publication in November 2025.

Mr. Noor Fan 範亮華先生

Co-Founder &President, STAR.VISION Aerospace Group

Noor Fan is the Co-Founder and President of STAR.VISION Aerospace Group Limited, a space technology company dedicated to advancing the next generation of space intelligence and space-based digital infrastructure.


He has been actively engaged in building international partnerships across the global space community, connecting governments, research institutions, and industry partners in Southeast Asia, the Middle East, Africa, and Latin America. Through these collaborations, he works to promote the broader use of satellite technologies and space-based data systems as foundational tools for sustainable development, environmental governance, and global connectivity.


At STAR.VISION, Noor Fan has played a key role in shaping the company’s vision of integrated spatiotemporal intelligence, combining satellite constellations, AI-powered analytics, and space computing platforms to support a new generation of space data centers and intelligent space infrastructure.


Noor Fan is also committed to fostering a new generation of global space professionals, supporting international education, research collaboration, and youth programs that encourage young talent to participate in the rapidly evolving space economy.

Mr. Brian Zhou 周伯陽先生

Founder, Space Zenith

Mr. Brian Zhou (周伯陽先生) is the founder of Space Zenith, a Hong Kong–based AI‑native space company developing Agentic AI architectures for next‑generation Earth Intelligence. His work focuses on enabling satellites and orbital networks to operate as autonomous, distributed compute nodes.


Brian graduated from the Aerospace Information Research Institute (AIRCAS) of the Chinese Academy of Sciences. Before founding Space Zenith, he served as Vice President at AIRSAT Technology Group, a commercial aerospace enterprise spun out of AIRCAS that builds satellites and delivers global Earth Observation (EO) data services. (Note: EO refers to satellite‑based sensing of Earth’s surface, oceans, and atmosphere, the foundation of climate monitoring, disaster response, and geospatial intelligence.)


At AIRSAT, Brian led international partnerships across Asia, the Middle East, Africa, and Latin America, working on EO satellite construction, payload integration, and value‑added analytics. This frontline experience exposed him to the sector’s biggest bottleneck: EO data volumes are growing faster than ground systems can process or downlink.


This is why Brian now focuses on Agentic AI + orbital compute. His vision is to connect Chinese and international partners through an AI‑orchestrated space infrastructure where satellites can process, filter, and act on data directly in orbit, enabling real‑time Earth Intelligence. His work positions Space Zenith at the intersection of EO, autonomous agents, and space‑based data centres — the technologies shaping the next decade of the space economy.

Mr. Akdov Fu 傅磊先生


Senior Market Supervisor,

Akdov Lei Fu is the Senior Market Supervisor at Shenzhen MagicCubeSat Technology Co., Ltd. Over the past five years, he has been deeply engaged in the international space industry. He possesses extensive experience not only in satellite subsystems and platforms (bus) but also brings a unique investment perspective, shaped by his previous background in finance.

Ms. Clara Lo 羅紹碧小姐

Director, OASA

Clara Lo is a director of OASA. A lawyer by training, she has over 14 years of experience in the telecoms, media, and technology (TMT) industries, primarily working in legal (regulatory and compliance) at one of Asia's leading regional satellite operators.


She is also a Certified Anti-Money Laundering Specialist, with expertise in U.S. trade compliance (ITAR, EAR & OFAC).


Educated in the U.S., Clara earned a legal studies degree from UC Berkeley, a master's from UC San Diego, and a postgraduate certificate in laws from the University of Hong Kong.
